It also occurred to me that we should check what changes may have been
applied to the 1.N.x branches between the last release of 1.N and now -
I might be misremembering, but I've an idea that we merged back changes
for some of them that have never seen a release.

(In other words, our diff to the previous version might be larger than
we'd expect).
