Hook problem using svn+ssh

I'm having problem with hook scripts, they're not being executed when
using svn+ssh.
The same repository being accesses by file:/// execute the hook with success.

Eric Hanchrow has described the problem earlier in
http://subversion.tigris.org/servlets/ReadMsg?list=dev&msgNo=125400

This is the same script with the difference that uses a post-commit
and doesn't return a non-zero exit status.

I've run this script in two machines with the same OS, Gentoo linux,
same subversion version, the only difference that i can remember is
that the "working" machine has been compiled without apache support
and with ruby support while the "failing" machine has been compiled
with apache support and without ruby support.
