TortoiseSVN created their own build process for Subversion and their tool.
You need to go to their developer list for assistance in getting it setup,
Subversion does the build very differently and you will not find many (if
any) people that are that familiar with the way TortoiseSVN does it. Which
is not to say there way is bad in any way. Just that they will be able to
provide better guidance.
