I pulled down the APR 0.9.13 zips and extracted them into the
Subversion 1.4.3 source tree (renaming the APR directories to lose the
version # so the generator would recognize them).

It built and passed all ra_local tests, and using the script provided
in the issue I confirmed that it now behaves as expected.
