svnserve bug? --read-only allows to get lock, but not to release

I started svnserve in read-only mode on one of our existing repos for a
quick test[1]. For no particular reason, I tried to lock a file: I could
do so, but then I couldn't release the lock. If I understand correctly,
getting a lock needs to touch the repo, so I wouldn't expect it to be
allowed in read-only mode. On the other hand, if getting a lock is
supposed to be allowed, I would expect to be able to release it too.
What's your take?

FYI, I'm using the TortoiseSVN client. The repo (and svnserve) is on a
Linux box.

1. I've already set up Subversion on Apache; now I'm setting up
   svnserve for those within the office LAN.
