The requirements should already be specified in the SoC tasks page, but
feel free to add anything I might have forgotten:

(Note that the SoC task doesn't include anything about making a
more patch-able format, it's just about making 'svn diff
--bikeshed=svnpatch wc1/ | svn patch wc2/' DTRT, and the design of the
serialisation format.
