Ok, just to clarify...
When I say: "CCB"
...I mean "The group of established people which will decide to
change something that is inside a baseline (that is, something that was
agreed and freezed).
When I say: "Planning Baseline"
...I mean "The (conceptual) place, if any, where the plan was
stored and freezed, as it was at that moment. (that is, the "agreed"
plan)"

'CCB' is. :-) Maybe you can clarify.
