Prem, this is definitely still a valid task, and a good one for one or
more SoC projects. IIRC, the thought is that APR (probably APR-Util,
or a new APR sub-project) would provide a logging interface which
could write to configurable log sinks (e.g. syslogd, Windows audit
log, etc.).

APR, the cross-platform runtime library that Subversion is built on
top of, would need to grow such an API before this logging could be
implemented in Subversion itself.
