Bulk reassigned all 42 currently open, non-2.0, PATCH issues to target milestone "1.5-consider".

We've developed a bit of a workflow problem, in which patches tend to
get entered into the issue tracker and then forgotten about.

I think it's only reasonable that before we release 1.5, we at least
take a look at each patch currently in the issue tracker, and either
apply it, or record why it's not suitable for application at this time.

Accordingly, I've done a bulk reassign of the issues concerned to
1.5-consider.

I fully expect many of them to be deferred - even possibly back to
"unscheduled" - but the important thing is that they do need some triage
in the 1.5 timeframe.

Of course, having done that, I guess I've signed myself up to doing a
chunk of triage :-)
