Submitting a script

Hi,

Waiting for the resolution of issue 1974, and as described in the FAQ:

 How can I set certain properties on everything in the repository?
Also, how can I make sure that every new file coming into the
repository has these properties?

and despite what is written there to discourage it, I have (as I guess
many other) written a pre-commit hook to refuse file additions if they
lack certain properties (from list keyed by regexpsmatching the file
names, suitable for inclusion or merging into auto-props).

I'd like to be allowed to commit this script somewhere in the
subversion repository, maybe in a branch.

For that, I'd like my role of Observer to be changed into Developer.

The instructions for doing this (Membership / Request project role)
are not clear, or actually inconsistent, so I am hoping to get help
from here.
