Well, features are not free. Somebody has to document them, people
have to configure them, the code needs to be maintained.

Unless you can come up with a situation where it is necessary to run
svnserve as root, but the admin really wants it to run as some other
user, I'd say there is no point in adding this feature. I can't think
of any such situation. I mean, even if you want svnserve to bind to a
low port number (not the default), just run it from inetd.
