Try using the Perl module SVN::Notify, which should be much easier to
configure than trying to convert a shell script to Window's less than
capable CMD shell.

I'm the author of SVN::Notify::Mirror and I've taken over maintenance of
SVN::Notify::Config and SVN::Notify::Snapshot, both of which rely on
SVN::Notify for their operation, so I'm biased... ;-)
