Kamesh, I've committed this patch to the branch as r22511.

Most of the tests in merge_tests.py and authz_tests.py, and a few
other tests are failing for me with this patch due to a segfault. I
haven't fully explored whether this is a local problem yet, but I have
no other changes in my WC ATM. If it's not a local problem, we can
always fix it with some follow-up commits. :)
