Being in client.h, does it still need the svn_client__ designation? We
aren't exposing it as part of the public API, and client.h is only
included by files in libsvn_client.

For what it's worth, the reason that it is in the header file instead of
copy.c is that commit_util.c will need it for the wc->repo copy.
