Spaces in URL

I'm trying to call propset on a url with spaces in it.

My pre-revprop-change hook never gets called leading to
svn: DAV request failed; it's possible that the repository's
pre-revprop-change
hook either failed or is non-existent
svn: At least one property change failed; repository is unchanged

The exact same hook works when there are no spaces in the url.

I am using
        Apache/2.0.59(Win32)
        SVN/1.4.0
        DAV/2

This is being called from the Windows client (1.4.0)

I've looked in the issue tracker, but there are no open issues for this
situation.

There ARE a few e-mail threads related to this, but no-one opened an
issue.

Is there a work-around I'm missing?

When I look at the access.log file, I can see that the PROPFIND request
is correctly encoded (Spaces are %20)
When it gets to the PROPPATCH request it gets turned into %2520 which is
clearly wrong...
