Can I play along? ;-)

I think what Stefan is suggesting is that

A) Neon 0.26 be configured to enable SSPI as a runtime option,

and then

B) Subversion would always attempt the authentication twice:

  1) with SSPI *en*abled
  2) with SSPI *dis*abled

without any Subversion configuration option. This would not be considered a new
feature but rather a bugfix to support a somewhat badly designed authentication
framework (SSPI).
