[PATCH] additionnal link to external tool

I have developed a small perl script for merging repos, that could be
either added to contrib or be referenced from the link page.

(1) link page

Please find attached a patch with the following comments.

* www/links.html:
   add link for svn-merge-repos.pl in miscellaneous section.

I may commit it myself if authorized to do so.

(2) contrib

As the script is rather small (280 lines, half of which documentation and
comments) it could be added to the "contrib/server-side" area with some
description in "www/tools_contrib.html" instead. If this latter suggestion
is accepted, I can submit a patch.
