There never really was an issue here. You can build Python extensions
with any compiler you like and they should work just fine. You don't
need to use the same compiler as the Python developers. So, I've
closed Issue 2565.

You can download the new Python 2.4 bindings (built using MSVC 6.0) from:
http://subversion.tigris.org/downloads/svn-python-1.4.0-py2.4.exe
