Catching up on the patches

Howdy.

As many of you know, I've volunteered to follow Michael Thelen as the
project patch manager. I've gotten some pointers from him, as well as
the latest version of his patch database, and look forward to helping
subversion move forward.

As part of this transition, I'm currently going through the database
looking at all the patches which are are flagged as 'new','pinged' or
'discuss'. If I can't find a resolution in the mailing list archives,
I'll ping the list to get an update, and then take appropriate action.
Hopefully, this will help clear up some of these outstanding patches.
