targeting MinGW/msys

Hi,

Is there any interest in targeting MinGW/msys, perhaps with a build
server and development packages? I've just gotten Subversion to build on
my computer with the patches submitted by Paul Querna, and if there's
any interest, I would like to coordinate with another developer to help
make this happen. I am needing these libraries for a Qt-based project,
and I'd prefer to work with you all to get development packages that
other developers can use.

Once again, is there interest in this? If so, what is the next step?
(I've already read the documentation for the Subversion release
management, as well svntest's README and some of its scripts/examples.)
