Of course we are. Why do you ask such a question?

Probably you don't understand what the following sentence means:

"The term 'release candidate' means the Subversion developers feel that
  this release is stable and ready for production use, so we encourage
  people to test this release thoroughly."

Unfortunately reality quite often shows the opposite. Also I made some
"minor changes" to a project (not Subversion) which caused massive
problems which neither I nor somebody else ever expected. So noone can
be sure that even small bug fixes cause new problems or discover more
old problems(!) without testing.
