At the moment, there's two shell scripts, one of which is highly
dependent on the other. Let's merge the two into a single entity,
controlled by some sensible command line options.

If necessary, toss the shell code, and rewrite in python.

And, if any renaming is done, let's get rid of the slightly redundant
'svn-' prefix on the names, for consistency with all our other po tools,
which are just named "po-something.ext".
