neon 0.26.1

I was curious about this new svnsync command so I built the latest and
greatest version (actually I built the 1.4.x-r21075/ branch first, and
then the trunk version to make sure my issue was not already fixed).
The only problem I had was that the configure script told me I had
neon 0.26.1, but needed 0.25.5 and until I got it libsvn_ra_dav would
not be built. I run gentoo so it was easy enough to roll back to
0.25.5, but it seems to me it should be a >=0.25.5 kind of check.

Also note that the subversion 1.3.2 ebuild for gentoo actually
requires me to install 0.26.1 (0.25.5 is marked unstable for some
reason), and it has been working fine.

Is this a feature or a bug? I could create a bug report if ya'll would like.
