If you are changing the working copy format, then "yes" -- please use a
branch until your infrastructure has been "proven" by the rest of your
logic. Those of us crazy enough to use Subversion HEAD don't want our
working copy formats getting tweaked repeatedly as you settle into a final
design (should that kind of shifting occur).
