It would output its libs and executables at the end of the build process
into a child directory called "output" or some such. Inside would be the
directory layout as represented on the system or something like that.
The .spec of whatever package creation software you are using can take
it from there.

I am not saying this is a good solution, only that it seems to be the
only option if we leave tasks that are seen to be of the package
manager's domain to the package managers.

The point being is that if we have an install target, it doesn't make
sense to have something that simply negates the process.
