Yep, that's what the [#svn] means.

If you've got XChat configured to not hold open a tab for server messages,
then any server messages get dumped to whatever screen you happen to be
glancing at at the time. This could have happened because you've got XChat
setup to auto-join #svn and #svn-dev, or whatever.
