+1, the issue tracker is a good way to track release status.

I concur that "number of signatures required for a release" (the guts
of the release process) is orthogonal to tracking the status of the
release process itself. Though one could argue that a quick/simpler
set of requirements for release would mean that we wouldn't need to
bother with tracking, Murphy will prevail.
