If you only use the standard project layout in subversion,
then for example <project-url>/../tags per definition always works.
So for all standard project layouts a tool know the location
of the tags directory.

BTW, as mentioned, TSVN assumes the standard location of the tags directory
in some cases (e.g. gives you an warning if you want to commit into it).
I think tag and branch management works fine in TSVN.
