What're the chances of bundling a newer apr (like 0.9.12) and neon?
Is there some reason we are still bundling the old ones?

Are we going to bundle zlib now that it's required or are we going to
stop bundling dependencies completely sometime? It seems like that
has been discussed before but I'm not sure there was a consensus.
