You just have to change your regional settings temporarily to german and
start a new cmd, thats all.

If you can ensure that no other incompatible svn build will access the
repository, yes, then just deleting and svnadmin recover is enough to get it
working.

I have never done anything with the issue tracker, but as far as I know, no,
there is no issue filled.
