Backporting r19700 (Return an error for limit arguments) to 1.4.x?

your change in r19700 seems like a candidate for backporting to 1.4.x. It's
small, non-intrusive and fixes a documented issue.

I've added a python testcase for this issue in r19753, so if you decide to
promote r19700 can you include r19753?

Or I can promote it if you like, just let me know.
