Test coverage of new features in svn 1.4.0.

Hi,

I'm trying to get a view on how much the new features in 1.4 are covered by
the acceptance tests (python tests). So, yesterday I started looking at the
log of trunk, checking all revisions to see if code changes also include a
new or updated testcase. In half and hour I found two places where a test
was missing, so I added them.

Now I think it's valuable to continue doing this 'audit' on the rest of the
revisions, but I'd like to do this a bit more targetted. While waiting for
people to finish the CHANGES file for 1.4, can anyone give me on overview of
the large functional changes in 1.4?

I'm specifically interested in the areas where developers feel more tests
might be needed.

In the meantime, I'll continue with expanding the authz testsuite.

I'd like to propose to backport the current new testcases in the python
files to 1.4.x as well. More specifically I'm talking about these revisions:
r19562, r19632, r19652, (r19713,) r19732, r19746 and r19753.
