They're already compatible with 1.3.24-1.3.25; with that change, we're
trying to add support for 1.3.26-1.3.28 as well, making us compatible
with 1.3.24-1.3.28.

I think someone just forgot to update the documentation (in swig.m4 and
INSTALL) for the 1.3.28 change (q.v. r18205). I thought I'd already
mentioned or fixed that, because I did spot it earlier, but I must have
got distracted, sorry.

The Ruby changes in the other group are prereqs to make the Ruby bindings
work in the presence of SWIG 1.3.28. I did try to review them at one
point (see the archives), but I didn't get far enough that I could
happily +1 them.
