It was intentional in that commit.

Probably. We are not consistent in keeping track of the copyright.
I and others have enabled the hook copyright-update in Emacs when
saving files, making this book-keeping mostly automatic for us.
Others haven't done this, or (yeah, it really is a possibility:-) use
some other editor. I don't think bothering with this is worth the
noise... Maybe as a sweeping change right before 1.4 is going out or
something...
Note that we will always be a little incorrect when backporting fixes,
for example. Say we backport a revision, but the copyright year was
updated in another revision...
