Set "svn:readonly" to work without text-base copy

SVN Dev,

    I read some emails from a couple of years back about using the
"svn:readonly" property such that when it was set;
        (a) the file was made readonly; and
        (b) no copy of that file would be kept in the text-base

    I understand the advantages of the text-base. Yet I (and a lot of people
I know) want to keep a number of files (normally particularly large ones)
where there is no advantage in keeping those files in the text-base, in fact
there is a disadvantage in that these files (particularly large ones!) take
up double their space.

    This issue has probably been discussed over and over... I was just
wondering if anything had been done about either a "svn:readonly" option or
some other method of keeping a duplicate out of the text-base.
