gen-make.py --help shows it.

Not that I'm aware of -- the Win32 sections of INSTALL could do with
some streamlining and getting it more current. Patches to clean up
the Windows section (maybe splitting out VC6 and VS2005 sets of
instructions into their own subsections or something) are very
welcome.
