I think this got a bit sidetracked on issues like whether it could have
rsync-like intelligence and not download files that already existed
locally. I would suggest that the first step should just be to improve
the checkout process, to as Karl and Greg put it, "do the right thing". To
me this would mean that the checkout command would be OK with files and
folders already existing in the checkout destination. It would just slide
a working copy beneath these folders and files and then let the normal
Subversion workflow figure out the rest.
