RE: Win32 Installer (Subversion 1.3.1)

Jostein is going to do something with this soon, however, please don't use
the version I posted to the list; it is close to correct, but the stamped
revision number is slightly out. I've documented a number of changes that I
think need to be made to the perl files for the build but I'll take care of
that once we work out what happens with the maintenance of the win32
installer.

Please test and list this installer for win32 downloads (subversion 1.3.1).
If there are any problems let me know and I'll fix the installer. I have
been talking with Jostein about doing this for a long time, and I've finally
gotten the time to learn how to do this.
