Last I heard, the people who want cvs-like tags still haven't produced
a clear design document detailing the reasons their feature is
necessary, exactly how it should behave, what the corner cases should
do, and an overview of how it should be implemented.

That's the best way to convince someone to write and integrate such a
feature.

(As an aside, a lot of us like the http://svn.haxx.se/dev/ list
archives better than the archives on tigris.org. Worth checking out.)
