Users don't complain here. A small portion of them might file a
bug report with the package vendor, but most will just quietly
whine to a friend or co worker. Many will complain to whoever
set up Subversion. This is true for free software projects as
much as companies.

A small portion of these complaints might make it to our ears
here. As for this specific complaint, i myself voiced it when it
first came up at Lexmark. So, yes, you've heard this before :).

libsvn_fs has no business deciding policy. This seems like a
libsvn_client issue.
