If there really weren't enough on trunk to warrant 1.4.0, I'd be in
favor of 1.3.x for this (and heck, there's no reason we can't do
both). But, aren't there a bunch of WC improvements in 1.4-dev right
now?

It's okay for the defining feature of a minor release series to be
simply major reliability & performance improvements, as long as we can
describe them clearly, IMHO.
