I agree that this is confusing. Issue #1906 seems to be related, but
not exactly the same.

Erroring out if trying to switch to a non-existing path would fix one
part of the problem. But, if an already switched path is deleted, the
WC would still not rename that it had a switched path here and would
reintroduce the "non-switched" path on the next update. I don't know
how it should behave in this case...
