Sorry, no bug here.

Use trunk mailer.py with trunk bindings.
Or 1.3.x mailer.py with 1.3.x bindings.

trunk mailer.py with 1.3.x bindings does not work, as you have discovered.

The function doesn't live in svn/core.py, it lives in the autogenerated
libsvn/core.py.
