and from my experience on #svn i can say: use utf8 for authz_svn files.

for the client config files: use UTF8 too. assuming the config file is
utf8 is a saner approach when assuming native encoding.

having multiple users with different locale settings on one box is a
valid point. and which encoding are we assuming than? user A or user B?
