1.3.0-rc7 tarballs up for testing/signing

Subversion 1.3.0-rc7 is up for testing and signing. The magic revision is r17888.

RC7 is Schrödinger code. It is neither broken nor blessed. Moreover, it is both
blessed and broken, at the same time. Please wait until enought commiters have
opened the box and forced it to assume a deterministic state before giving it
any distribution beyond this mailing list.

Enthusiasts are of course welcome to join in on the fun of gazing at quantum
packages and helping us work out which state this thing thinks it wants to be in.

Again, distro package maintainers and network admins are not encouraged to make
this RC available to end users, because it may cause many headaches if problems
are found before the official 1.3.0 release. It may also cause indigestion,
nausea, general feelings of euphoria or silliness, and may attract large wombats
in varying numbers. We don't want to inflict large wombats on end users just yet.

Also, as far as we know, the cat is missing, presumed fed.

(And for those of you who got none of that, it means "test it if you want to,
don't give it to end users, don't package it for end users, and do not mix with
alcohol".)
