1.3.0-rc6 tarballs up for testing/signing

Subversion 1.3.0-rc6 is up for testing and signing. The magic revision is r17799.

This is exacly rc5, but packaged with a locale that doesn't produce strange
characters in packaged files.

Developers and enthusiatic people are of course still welcome to break their
data to assist testing during these final few days of soaking.

Again, distro package maintainers and network admins are not encouraged to make
this RC available to end users, because it may cause many headaches if problems
are found before the official 1.3.0 release.

Have fun... And *please* tell me I haven't messed anything else up with the package!
