We sort of have to let some time go by and then see which tools are
left standing, if you know what I mean. If the authors of a popular
tool then want it distributed with Subversion, we sometimes do so
(when appropriate).

I don't know much about SubWCRev specifically, I'm just giving you a
general idea of how things work.
