The latter is seeming more and more likely, unless this area is
already significantly different between trunk and 1.3.

I've attached a more appropriate example trace using a trunk build
from today. I do see one such empty property for svn:author, which is
valid because I committed without auth:

  <S:remove-prop name="svn:entry:last-author"/>
