[PATCH] Update WC format documentation

Hi,

I've been trying to give libsvn_wc/README some massaging. this hopefully
brings the format documentation up-to-date including both wc-replacement
work and wc-propcaching. Would someone care to glance it over for catual
(and lundbladian) errors. There are a few ### markers that could be
replaced with a sentence or two if anyone cares.
