The feature already (somewhat) exists with Subversion 1.3 and apache.
From the 1.3 releasenotes:

"The Apache HTTPD-based server can now display (in a web browser) the
collection of repositories exported by the SVNParentPath directive:
simply set 'SVNListParentPath on' in httpd.conf."
